The Polish rider, Jan Brzeźny won the Tour of Poland in both 1978 and 1981.  The Tour of Poland was founded in 1928 as a multi-day stage race open to both professionals and amateur.   The Tour of Poland is currently part of the UCI ProTour and 2019 marked the 76th edition of the race.

This jersey was purchased directly from the Augusto Gotti family and was part of the collection in the legendary Bar Augusto in Villa d’Alme, Italy.  Bar Augusto was a key host to professional and amateur cycling teams from the 1960s through the 1980s.
